On July 19, 2011, the second phase of the joint EU – UNDP "Community-Based Approach to Local Development" (CBA) project was launched in Kyiv oblast. The initiative is aimed at supporting rural communities in addressing the critical needs of their development and improvement of living conditions.
The launching seminar was attended by Head of Kyiv Oblast State Administration Anatoly Prysyazhnyuk, Acting Head of the Kyiv Oblast Council Yuri Pavlov, and the UNDP Ukraine Resident Representative, UN Resident Coordinator Olivier Adam. The seminar was also attended by Heads of all rayon administrations and councils, Heads of relevant departments of Oblast State Administrations, members of oblast council, Heads of city and village councils, and representatives of the media.
The results of the CBA-I were presented by V.I. Koval, Head of the Chief Directorate for Economics of Kyiv Oblast State Administration, and I.M. Gerasimov, Coordinator of the Pereyaslav-Khmelnitsky Rayon Resource Centre. Head of "Vira 2008" community organization O.I. Shulha, and the Head Yerkivtsi Village Council K.V. Kondratenko shared their success stories.
Olena Rudych, Coordinator of the project activities in 13 Oblasts of Ukraine, presented an action plan for implementation of CBA-II in the oblast.
In his speech, Head of Kyiv Oblast State Administration Anatoly Prysyazhnyuk said: "It is difficult to overestimate the importance of experience that we gained in the course of implementation of the "Community-Based Approach to Local Development" project in the Kyiv oblast. Cooperation through partnership is the key to success in all areas of activities. It is especially valuable when communities are involved in such partnerships. Local communities have proven their ability to effectively solve socially significant problems by joining efforts and funds from different sources. The Oblast authorities are willing to continue supporting such initiatives".
The UNDP Resident Representative in Ukraine Olivier Adam noted the positive outcome of the project activities in the region. The approach that unites citizens, state authorities and the private sector to jointly identify problems and cooperate for their resolution was very well accepted in Ukraine. Also, Olivier Adam expressed his hope that over the next 4 years of the Project implementation, this approach will be rooted in the practice of local and regional authorities.
Signing of a partnership agreement between the Kyiv State Administration, Kyiv Oblast Council and the UN Development Programme in Ukraine was the most solemn moment of the event.
