On August 8, 2011,  the Rayon Selection Committee selected pilot rayons for CBA-II. The commission consisted of: Olena Adamovych, Deputy Head of Poltava Oblast State Administration, Volodymyr Marchenko Deputy Head of Poltava Oblast Council, Oksana Remiga, the UNDP Senior Programme Manager, and Jaysingh Sah, International Project Manager for the EU/UNDP "Community-Based Approach to Local Development" project.

The selection process resulted in identification of eight main rayons that will participate in the project: Semenivsky, Kobelyatsky, Chutivsky, Hadiachsky, Poltavsky, Kotelevsky, Zinkivsky, Lokhvytsky.

Also, four reserve rayons were identified, to be included in the reserve list: Novosanzharsky, Velykobahachansky, Kremenchutsky, Karlivsky.
