On August 4, 2011, the list of pilot rayons of CBA-II was approved at a Rayon Selection Committee meeting held via Skype conference in participation of Oksana Remiga, UNDP Senior Programme Manager, Jaysingh Sah,  International Project Manager of  CBA-2  and a community development specialist, Olena Rudich. Cherkasy Oblast was represented by Evgen Vlizlo, Deputy Head of the Oblast State Administration, Serhiy Dovhenko, Head of Directorate for Legal and Information Support to the Executive Staff of the Oblast Council, Maina Kulyk, the Oblast State Administration Project Coordinator, and Project coordinators in the Cherkasy Oblast, Natalia Belyukina and Hanna Babkova.

Following the review of ranking and discussion, 9 rayons were selected to participate in the project, namely: Katerynopilsky, Zvenigorodsky, Lysyansky, Mankivsky, Shpolyansky, Khrystynivsky, Umansky, Korsun-Shevchenkivsky and Smilyansky; as well as 3 reserve rayons: Cherkasky, Talnivsky and Drabivsky.
