One of the important steps in implementation the joint EU-UNDP "Community-Based Local Development, Phase 2" project is the selection of village councils where the Project is to be directly implemented. In Sumy oblast, 109 village / city councils from 9 pilot rayons under the second phase of the CBA project applied to take part in the contest, namely from Burynsky, Velykopysarivsky, Hlukhivsky, Krasnopilsky, Lebedinsky, Lypovodolynsky, Nedryhaylivsky, Seredyno-Budsky and Shostkynsky rayons.
On September 21 and 23, 2011, 38 rural / city councils in nine rayons in the Oblast were selected to participate in the project "Community-Based Local Development, Phase II." Another 31 rural / city councils were included in the reserve list.
The following criteria were taken into account in process of selection of the village councils: the level of social and economic hardship, availability of drinking water, the condition of health infrastructure, environmental conditions, energy efficiency and the status of energy supply systems, motivation to participate in the Project, willingness to take commitments under the CBA Project, assessment of activities during the CBA-1.
The important criteria for selection of a village or city council were their level of readiness for cooperation, and commitment and willingness to co-finance community projects.
According to the approved list, community initiatives are planned to be financed in the following village and city councils:
• Burynsky Rayon: Stepanivska, Piskivska, Chernechoslobidska, Cherepivska and Slobidska Village Councils, with another three included in the reserve list, namely: Krasnoslobidska, Zhukivska and Hustyanska village councils.
• Velykopysarivsky Rayon: Dobrianska, Yabluchnenska, Ryabynivska and Popivska village councils, with another three included in the reserve list, namely: Soldatska and Yamnenska village council, and Kyrykivska city council.
• Krasnopilsky Rayon: Chernychchanska, Sinnivska, Samotoyivska, Osoyivska and Mezenivska village councils with another three included in the reserve list, namely: Brantsivska and Malorybytska village councils, and Krasnopilska city council.
• Lypovodolynsky Rayon: Bayratska, Berestivska and Sayivska village councils and Lypovodolynsky city council, with another 4 included in the reserve list, namely: Luchanska, Rusanivska, Yasnopilschanska and Synivska village councils.
• Lebedinsky Rayon: Malovystoropska, Velykovystoropska, Budylkivska and Mezhyrytska village councils, with another 4 included in the reserve list, namely: Hryntsivska, Prystaylivska and Harbuzivska village councils
• Seredyno-Budsky Rayon: Chernatska, Kryvonosivska, Rozhkovytska, Uralivska village councils, with another three included in the reserve list, namely: Zhyhivska, Romashkivska and Ochkynska village councils.
• Nedryhaylivsky Rayon: Olshanskaya, Zasulska village councils, and Ternovskaya and Nedryhaylivska city councils, and five more were added to the reserve, namely: Korovynska, Kurmanivska, Marshalivska, Hrynivska and Krasnoslobidska village councils.
• Glukhivsky Rayon: Pervomayska, Semenovska, Sukhodilska, Sloutska village councils, and another four reserve were selected for the reserve, namely: Dunayetska, Sosnivska, Zemlyanska and Oblozhkivska village councils.
• Shostkynsky Rayon: Tymanivska, Chapliyivska, Sobytska and Vovnyanska village councils, and another three selected for the reserve, namely: Obrazhiyivska and Kovtunivska village councils, and Voronizhska city council.
